Todd is currently the stateside commander of the 200th RED HORSE, until retirement in August 2005, after having completed 20 years of service with the 200th RED HORSE Airforce Combat Engineers with multiple overseas trips to the Middle East in support of Operations: Enduring Freedom, Iraqi Freedom and Operation Noble eagle.  

Todd graduated from the University of Toledo College of Civil Engineering in 1990. He joined the Department of Transportation as an EIT in April 1990 and received a Commission as a Second Lieutenant in the USAF in August of 1990. He left the DOT for four years of Active Duty with the 180th Fighter Wing as the Assistant Base Civil Engineer and finally as the Base Civil Engineer. He returned to the Ohio Department of Transportation in April 1994 as an EIT Licensed Professional Engineer in 1996 and was moved through the Engineer ranks from EIT to Construction Engineer from 1994 to 2002. In May 2003, he  was appointed District 2 Deputy Director. Todd and his wife, Michele, have two daughters, Rachel and Sydney.
